Climate Preparedness Community Capacity-Building
The City of Snohomish (population 10,500) is located in Snohomish County on the confluence of the Pilchuck River with the Snohomish River. The city maintains strong interest in supporting and revitalizing the local businesses, character, and community identity of its historic district, which includes the historic downtown Snohomish.
Snohomish faces a variety of climate hazards, including flooding, severe weather events, extreme heat, and drought. As part of its efforts to address these risks, the City is looking to build local capacity for climate preparedness and response and strengthen readiness across neighborhoods, households, small businesses, and nonprofit organizations that serve vulnerable populations.
The Small Community Cohort Program Project
Through participation in the Small Communities Cohort, the City of Snohomish is working with the Collaborative to provide technical assistance and engagement opportunities to nonprofits that serve vulnerable populations, with a focus on developing Continuity of Operations Plans (COOP) so they can maintain essential services during climate-related disruptions. The project will also engage small businesses in resilience planning and adaptation strategies to reduce operational risks and improve recovery capacity. Public outreach and events will foster inclusive engagement, promoting awareness of localized climate hazards and nature-based resilience strategies.
Project Goals

Develop locally tailored materials to support climate preparedness for small businesses and nonprofits serving vulnerable populations.

Create templates, guidance documents, and planning tools to assist with COOPs and “two-week ready” preparedness.

Support workshops and engagement events hosted by the City of Snohomish to share resources and build local capacity.
