Climate Preparedness Community Capacity-Building
The City of Snohomish is located in Snohomish County on the confluence of the Pilchuck with the Snohomish River, with an approximate population of 10,500. The city maintains strong interest in supporting and revitalizing the local businesses, character, and community identity of its historic district, which includes the historic downtown Snohomish.
Snohomish faces a variety of climate hazards, including wildfire, mass earth movement, severe weather events, extreme heat and drought, and flooding. To address these risks, the City proposed a community-centered initiative to build local capacity for climate preparedness and response, focusing on protocols in their 2025 Comprehensive Emergency Management Plan (CEMP) Hazard Identification and Risk Assessment (HIRA).
The Small Community Cohort Program Project
Through participation in the Small Communities Cohort, the City aims to strengthen readiness across neighborhoods, households, small businesses, and nonprofit organizations that serve vulnerable populations. The project will support city efforts to work with nonprofits serving vulnerable populations on the development of Continuity of Operations Plans (COOP), ensuring those non-profits can maintain essential services during climate-related disruptions.
The project will also engage small businesses in resilience planning and adaptation strategies to reduce operational risks and improve recovery capacity. Public outreach and events will foster inclusive engagement, promoting awareness of localized climate hazards and nature-based resilience strategies.
Project Goals

Developing locally tailored materials to support climate preparedness for small businesses and nonprofits serving vulnerable populations.

Creating templates, guidance documents, and planning tools to assist with Continuity of Operations Plans (COOP) and “two-week ready” preparedness.

Supporting workshops and engagement events hosted by the City of Snohomish to share resources and build local capacity.

The Small Communities Cohort Program, hosted by the Puget Sound Climate Preparedness Collaborative, supports climate preparedness projects in 12 smaller and/or less resourced jurisdictions and Tribes through staffing and consulting support.
