Vulnerability Assessment and Adaptation Plan
The Lummi Nation is largely made up of a peninsula extending into the Puget Sound and associated tidelands. It is at the bottom of the Nooksack River watershed, and salmon and shellfish fishing is and has been integral to the Lummi Sche’lang’en, or way of life.
The impacts of climate change, including sea level rise, flooding, and higher water temperatures, threaten every aspect of Lummi Nation Sche’lang’en. The Climate Division within Lummi Natural Resources is charged with coordinating the overall climate response for the Lummi Reservation, ensuring alignment between planning and implementation processes.
The Small Community Cohort Program Project
Through participation in the Small Communities Cohort, Lummi Nation seeks to increase resilience for coastal communities in the face of sea level rise and riverine flooding by supporting an update to Lummi’s first climate action plan, the Climate Change Mitigation and Adaptation Plan 2016-2026 (CCMAP). This project will help incorporate sea level rise and flood risk modeling findings from a recently completed Coastal Resilience Plan as well as any other vulnerability assessment findings into the CCMAP update.
Project Goals

Conduct an analysis of the 2016-2026 Climate Change Mitigation and Adaptation Plan and related plans.

Assess the vulnerability of at-risk buildings and infrastructure on the Lummi Nation Reservation most threatened by sea level rise, riverine flooding, and if possible, erosion.

Develop an adaptation plan to address sea level rise and riverine flooding.

The Small Communities Cohort Program, hosted by the Puget Sound Climate Preparedness Collaborative, supports climate preparedness projects in 12 smaller and/or less resourced jurisdictions and Tribes through staffing and consulting support.
